Assistant Director, Office for Peacebuilding and Reconstruction
Yoshinami has been engaged in refugee and development work for more than 10 years. After working at Public Information and External Relations section at UNHCR Japan, she has served as Country Officer at Middle East Department at Japan International Cooperation Agency (JICA) in charge of reconstruction/development projects in Iraq, Palestinian Territories, Syria, Lebanon, Jordan. From 2012-2015, she was assigned at JICA Palestine Office. She has currently served in the projects in conflict-affected countries i.e. Philippine-Mindanao, Palestinian Territories, neighboring countries of Syria as Assistant Director of Officer for Peacebuilding and Reconstruction at JICA HQ. She holds BA in Comparative Culture from Sophia University.

In December 2005, Katsuya Hirokawa assumed a newly created position as Incubation manager of Shonan-Fujisawa campus, Keio University, Japan. Previously, he was manager of management center for intellectual property, Hokkaido University, Sapporo Hokkaido (2004-2005). He has served as manager of new business promoting division when he has working for Sumitomo-Mitsui Banking Corporation (SMBC: 1993-2004), and his other assignment was a researcher of Ministry of Economy, Trade and Industry (METI: 2000-2003). In SMBC, he created a new financial package for start-ups, e.g. Loan with stock option, intellectual asset-back loan, and give kinds of support for SMEs’ IPO. In METI, he visited lots of countries in order to investigate and write reports about support policies for SMEs and start-ups

Practice Areas; Mergers and Acquisitions Mergers and Acquisitions/Reorganizations, IPO, General support of Venture Company, Corporate Governance, Corporate and Commercial Disputes Established ACT NOW CO., LTD.2014 (co-funding with CRYPTON FUTURE MEDIA, INC) Assumed CEO (in present post). Justin Tull joined the United States Consulate General in Sapporo in August 2015. He previously served as the Consul in Suva, Fiji, a Staff Assistant to the Assistant Secretary for African Affairs, and the Special Assistant to the Assistant Secretary for Conflict and Stabilization Operations at the U.S. Department of State. Before joining the Foreign Service, Mr. Tull was a pilot in the U.S. Air Force and worked in both the private sector and city government. He holds a Bachelor’s and Master's degree in Public Policy from Brigham Young University. Currently, he is a PhD candidate at Virginia Tech’s Center for Public Administration and Policy. Justin studied Japanese at the Foreign Service Institute in Yokohama and spent almost two years as a volunteer living in Japan’s Kanto region. Mr. Tull is a native of California who enjoys the outdoors and, most of all, spending time with his wife and two children.
